This two-year cycle is designed to promote quality over quantity, ensuring that international referees and commissioners meet the highest standards of officiating.

Understanding the Allocations

The GBF’s allocation of two Referee License Allocations is based on a comprehensive set of primary criteria. These include Guyana’s position in the FIBA World Combined Ranking, the federation’s classification in the FIBA List of National Federations per Category, and nominations of Guyanese referees in FIBA National Team Competitions during 2025 and 2026. The allocations are calculated according to a detailed formula that considers these factors.

In addition to the primary criteria, the GBF is eligible to apply for dedicated female referee allocations. One such allocation is automatically available to every eligible national member federation to promote female referees, while additional allocations are tied to the presence of FIBA-licensed female referees and nominations of female referees to FIBA Women’s Continental Cups.

For commissioners, the allocation is calculated based on the number of referee licenses granted. As per FIBA Internal Regulations, the number of Commissioner Licenses cannot exceed 50% of the number of FIBA Referee Licenses granted to the same federation. FIBA may also grant an additional Commissioner License Allocation, with priority given to female candidates.

What This Means for Guyanese Officials

The allocation gives the GBF the right to apply for these designated license spots. However, it is important to note that these allocations do not automatically guarantee that a maximum number of licenses will be granted. Each candidate must undergo a thorough evaluation process, including physical fitness tests, written examinations, and a full review of their officiating record. FIBA will make the final decision on the number and categories of licenses awarded to the GBF’s candidates.

Guyana’s referees will have the opportunity to apply for licenses in three categories: Black, Green, and White. The Black License allows holders to officiate international games at all senior and junior levels, while the Green License is exclusively for female referees and covers senior women’s games, junior games, and senior men’s games at the sub-regional level. The White License is designed for development, covering junior and sub-regional competitions.

Timeline and Next Steps

The GOL2027-29 process will unfold over the coming months.

GBF must submit their candidate lists and supporting documents by 15 December 2026.

Physical Fitness Test for eligible referee candidates will take place between 1 and 31 January 2027.

Online Written Test Period will run from 15 January to 15 March 2027.

FIBA will complete its final analysis by 31 May 2027.

Announce the new licensed list on or before 15 June 2027.

New Licensed Period officially begins on 1 September 2027.

The GBF encourages all eligible referees and commissioners who meet the criteria to prepare their documentation and begin training for the upcoming assessments. The federation remains committed to developing its officiating talent and ensuring that Guyanese officials are represented at the highest levels of international basketball.

For further information on the GOL2027-29 process, including detailed guidelines and candidate requirements, please visit the official FIBA Game Officials Licensing page or contact the GBF directly.

GEORGETOWN, Guyana – The Guyana Basketball Federation (GBF) is pleased to announce that it has been allocated two (2) Referee License Allocations and one (1) Commissioner License Allocation by the International Basketball Federation (FIBA) for the upcoming Game Officials Licensing period of 2027-2029.
